Pennsylvania market structure


In January of 1999, Pennsylvania was one of the first states to restructure its retail electric power markets. The new plan allowed customers of Pennsylvania’s largest investor-owned utilities to shop for alternative suppliers for their electric generation. 

As part of each utility’s restructuring settlement, rate caps were put in place that froze the price of electric generation. Rate caps expire at the end of the following years: Duquesne Light 2004; Pennsylvania Power Company (Penn Power) 2006; West Penn Power/Allegheny Power 2010; Pennsylvania Power & Light (PPL) 2009; Metropolitan Edison Company (Met-Ed) 2010; Pennsylvania Electric Company (Penelec) 2010; and PECO 2010.
