Michigan market structure


Since January 2002, Michigan customers have had the right to choose their electric supplier as mandated in the Michigan Customer Choice and Electric Reliability Act (Public Act 141) of 2000. 

Customers who do not switch providers default to the utility service, either Detroit Edison (DE) or Consumers Energy (CE), and receive electric generation rates set by the Public Service Commission. These rates are also based on customer class.

Mandatory rate caps for Detroit Edison and Consumers Energy ended for residential customers on January 1, 2006, and small commercial customers (< 15 kW) on January 1, 2005.
