Illinois market structure


Since January 2007, Illinois customers have had the option to choose their own electric generation supplier. Customers who do not choose a competitive supplier automatically default to Illinois utilities, as designated by the Illinois Commerce Commission. 

Each utility offers Basic Generation Service (BGS) rates for electric generation supply, which are market-based rates established annually through a wholesale bidding process. Beginning on June 1, 2008, large commercial and industrial customers, those over 1 MW in peak demand, no longer have a fixed price BGS option.
